MacBook Air: After download, verification, "Civilization IV" is damaged, and can't be opened

This is my first time in my life Steam experience. I installed Steam in my MacBook Air M1, bought Civilization IV Leader Pass. Steam downloads the game, and it goes to verification process. Then, when the verification time bar approaches toward the end, a window always pops up and says, "Civilization IV" is damaged, and can't be opened. You should move it to the trash. I tried more than a few solution things that I could find on the net, but it repeats the same thing again and again. Please help.

This is a known issue when launching Civ 6 on Macs.

I'm not sure how to word the new explanation of what is going wrong but the process to get around it is:

After receiving the "damaged" error message,
- Open the Mac System Settings.
- Select "Privacy and Security".
- Select "Security Settings"
- In the Security Settings, you should see a prompt saying "Civilization VI was blocked..." Click the "Open Anyway" button under this text.
- Enter your system password if prompted.
