Exactly what game did he purchase? Did Steam maybe think it was something other than Civ VI, or perhaps it was some special key they use internally to test out installing games?
Having a Steam key doesn't necessarily guarantee you have the right Steam key...

I use my email to sign in, no way i'm givin them my steam account. And almost all deals that I get from GGDeals have worked without any flaw in the past couple of years, just this game isn't functioning the way I'd like it to. It's not even creating any folders for save files and the game crashes after launching or when quitting, says "Unhandled Exception Code: EXCEPTION_ACCESS_VIOLATION Error reading address 0x0 Call Stack".
No, I think you didn't get what he meant, pardon me, but I did get the key, did activate it on steam and I got the Anthology version of the game, that I purchased. I have access to it, just that it's not working like a proper game.
The reason why Steam uses "keys" is for copy protection; your key ensures that you purchased the product, and ensures that you can continue to use the product.
The advantage of a key is that it can be monitored and/or its use disabled. If Steam doesn't want you to run the game, they can presumably disable your key.
So, that's why I'm asking: have you checked with Steam to ensure that they approve of the key you received? It could be that GGDeals got some iffy keys from somewhere...
In any case, the "Exception Access Violation" message is the most generic error message Windows can generate. It can be caused by software bugs, driver incompatibilities, hardware errors, viruses, etc. I've been able to generate it simply by unplugging my machine from the internet; Civ VI really, really doesn't like unreliable internet access. :)
Wow, that is... Wow. My internet is stable, thank you tho, it could be mostly software bugs or something related to Win 11. I never had this issue in Win 10
