If you have no budget, just get it all.
If money is tight, get Gathering Storm at the minimum as it will give you all of the gameplay mechanics. The rest of the DLC is effectively civ packs after buying it.

Seriously, just get the anthology. The game isn't complete without all the features. It was not designed to be enjoyed piecemeal. I guess you could skip the individual leader DLC and the NFP, but you miss out on powerful wonders, natural wonders, city-states, etc. It's like 95% off right now. Get the whole game and experience it properly.

Edit: It's $24.15 right now for the entire package. McDonalds costs more than that now.

so, do they all add civs to the "main game",because i read some reviews on vikings that say you can only use them in the scenario they come with?

as in main game being extremely cheap but the real business is selling multiple DLC's which are more expensive than base game.

for context, these games have many DLC's and when game goes on sale you can get it for less than 5 bucks but not the DLC's
