If money is tight, get Gathering Storm at the minimum as it will give you all of the gameplay mechanics. The rest of the DLC is effectively civ packs after buying it.
Edit: It's $24.15 right now for the entire package. McDonalds costs more than that now.
as in main game being extremely cheap but the real business is selling multiple DLC's which are more expensive than base game.
for context, these games have many DLC's and when game goes on sale you can get it for less than 5 bucks but not the DLC's
