Biosphere missing

Hello,

I am unable to build the Biosphere in my current game. I am attempting to get the Cultural Victory for Genghis Khan, so I can get the "Buying your Deels and Listening to Your Throat Singing" achievement.

However, the Biosphere Wonder is not available. which would help immensely.
When I look at the tech tree, it is not even showing on the Synthetic Materials tech.
I can still win without it, but it will take a lot longer.

So then I thought maybe it was something Genghis Khan is not allowed to build?
I loaded a bunch of old save games with other leaders, it was not there either.
It WAS available for the monthly challenge "Reach for the Heavens"
I did a couple of quick "New games" with Random leaders... nada.
I looked through all my game settings, I cannot find anything that would remove it from an option to build.
(I was grasping at straws at this point)

So, my question is... why would it not be even included on the tech, or as an option to build.
What setting, Mod, or DLC is required to build it?

The Biosphere wonder is included in the Byzantium/Gaul DLC.

That is one of the few DLC I do not have.
It's a bummer that all the Google searches did not specify it was part of that DLC
