Why would you pay 60 bucks when a wait of a few weeks lets you buy it for ten?
Because people are dumb.
A few years ago, Steam has decided to limit the time is in sales to avoid abuses. Now a game can be in sales 50% of the time max. So it became more profitable for 2K to keep the game at 60$ and put it at -90% half the year than to just change the price to the 6$ it worth now. Why ? Because when people see "-90%" they think they're making a very good deal. Human psychology I guess.
