Yes, but their utility is often tempered by the fact they're expensive and come very late in the tech tree. You almost never have time to build full GDR armies with full upgrades ; Well, of course, with some game options and when playing only vs bots, you could, but if you're able to do this, you just should have win a long time ago, no ?
The game curve is such that if you're playing well, GDR are never going to be your make or break unit anyway. If your games are going to the point you need GDR to swing things in your favor, you're playing from behind and can definitely get better. Unless we're talking playing at Deity++ with AI mods, GDR are always going to be the gravy on top, and not your main meal.
Feels like you're confusing "i don't like it" with "bad design".
Well, this is your opinion, which many of us respectfully disagree with. GDR were added in GS for a reason, mostly to make information era wars more interesting. Most of games that went that far just finished in nuclear apocalypse, which was worse. GDR do a great job to counter this with their anti air. They can defend a Nuke+helicopter rush on your capital, which may be totaly game changing and let one of your teammates win a cultural or a diplomatic when besieged by heavy nuke assaults. That's something we can see in some games that are really interesting. Plus, they give a real interest to uranium apart from nukes. So you have to make choices and more macromanagement of your ressources. It's far from a bad design. It needs some balance, sure, but they're a good designed unit for interesting endgames :)
If you can do that and somehow GDR are still hindering your Victory, then GDR aren't your problem. As I said at first, I'm fine with the option to turn them off (there's probably mods that do that, tbh) But not letting them exist? Nah, no need to harsh the game for people that have fun with them. The game isn't balanced around them, is my point. They're just a thing that exists that you can use if you want.
Or the end of the world that we know of, AI can turns against us!
