The main counter to Ethiopia is that other civs are allergic to settling on hills.. so conquering is very less ideal.
I think you mean Jungle faith because Ethiopia isn't any better on desert. Jungle Sacred Path is the best way to go with them typically, depending on terrain.
Also, this reimagining of work ethic made Protestant Norway very viable. On TSL Earth Aurora is better than God of Sea for them as Stave Church not only gives Norway better adjacency than even Russia could achieve - so a ton of free production with no need to work any tile - but also +1 production for any coastal resource, including oil later on.
So in my book Ethiopia is something like Georgia. Both hill-based, therefore niche (Cossacks obviously > Oromo as UU). Both faith-oriented, but not really the strongest if you wanted pure faith output.
Early game Russia is usually stronger in faith output (with the right start, Earth Goddess can beat Lavras+dance of the aurora for total faith production, but those are rare). Late game? Russia will still have better Work Ethic synergy, but Ethiopia should be able to out do them on total faith production. Russia will have the edge for a lot of the game though, so by the time Ethiopia pulls in front of them it matters a lot less, especially if both have had Void Singers since the ancient era.
I haven't yet had the chance to really test which can finish the tech tree first with void singers, but I'd expect it to be fairly close either way.
With the exception of having no hills whatsoever, I can't think of a single situation where it isn't powerful when played right.
