Report a translation problem
If you're already doing that, then you've got some sort of glitch. If you're already doing that I certainly did not mean to insult your knowledge of the game by going through the whole procedure, it's just that there are people who ask questions in this forum about their very first game. Ruling out the operation of normal game mechanics that they just haven't learned how to do yet -- in a game that isn't the most user-friendly in the world -- is important to prevent all the pain that you have to go through to respond to an actual glitch.
(As opposed to the real world where the scandals are usually actual real and self-inflicted ones :) )
On a related note (and a possible tip) is I think you may be able to keep envoys in reserve for if a key city state you want to keep flips rather than having to assign them as soon as you get them, has anybody tried if this works or do you have to assign them when you first get them? If you can keep them back it could be handy as you might otherwise use them somewhere you don't need so many but doing this you could pull an 'oh no you don't' when the AI nabs your fave city state(s) of the current game :)
I think I accidentally tested it by not being able to assign them bc I mistook arrows for something else ;) can cvonfirm u don't have rto spend them
