Does Diplomatic Quarter give a bonus to surrounding districts. The Civilopedia does not discuss this issue - seems to imply that it gives no bonus?

It only gives the standard bonus of +1 for every two adjacent districts like every other district.

Not every district, it's only "specialty" (is that the exact term?? I forget), anyway, I think districts like aqueduct, canal, etc. (i think the green colored ones) do not give that bonus.

Every district, specialty or not, gives a +0.5 adjacency bonus (minor adjacency), so +1 for every two districts. That includes the government plaza, which gives an additional +1 bonus on top (standard adjacency). Depending on the civ, there could of course be unique interactions in play, where certain districts gives up to +2 adjacency bonus (major adjacency).
