Report a translation problem
I personally use this mod called no Ai advantage, which retains AI difficulty but they dont start with extra settler or units.
More like a recurring thing, been hearing that since like forever.
extra units from nowhere, in one turn..
i have played all the civ series and i can say the difference of ai in the previous ones, in the first 3 difficulties.. there is a huge difference in civ 6 than the previous ones...
So use the mods I suggested and problem solved. :)
No problems, let us know if it fixed your problem. I'm sure there's other things that can help alleviate the AI but I think this is the main jist.

An AI can never match human ability. At least not one made with the resources a game developer has. Unless you want your games to cost $200+ a pop. The AI's lack of critical thinking ability has to be shored up with some minor "cheating".
