Most fun way to play?
I kinda like playing on Emperor difficulty, makes the AI at least a bit more challenging (not because it's smarter, just because they getting ridiculous amount of buffs) but this culture pressure is just plainly annoying.
I mean, every city I concur rebel in 1 turn.
Doesn't matter policies or governor.
And even if enemy have one city with 3 people (and somehow they getting them next turn after getting the city back), they always have enough culture pressure to reclaim rebellious cities.
It's just permanent grind of going from one city to another again and again.
And in the late game it's opposite.
AI just can't handle those rebellions, and without players help, entire continents turning black eliminating every civ even with largest cities.
Is civilization always was with so dumb AI and so grinding? Or it's just civ VI?
And what is the best balance, to make game not so grinding and annoying but still challenging?

Are you playing with the Dramatic Ages setting? The city flipping should not be quite as crazy as you describe it.

Yes, dramatic age on.
It really shouldn't be so easy, I agree.
Should be at least 10 turns to give us time.
I had to create army for every settlement of my enemy, only then I was able to win.
Because every second turn after concurring, cities rebel, and I had to take them again and again.
They didn't even restore any health, so it was enough for me to keep one archer and one infantry, as soon as they rebel, same turn I was taking them back.
But it's very annoying


Not to mention, everyone hates me.
Because while it's them declared surprise war on me, I still generated 800 grievances, because I had to reclaim cities numerous times, and for every time I adding up more grievances even if it's the same city

Turn off dramatic ages and rebellions will take more time. Dramatic ages makes cities drop from the owner immediately if the Civilization does not enter a golden age. If you turn off dramatic ages the experience will be much more in line with what you are requesting.

In CiV I played Emperor, but *everything* Emperor, where I would rage quit if no Religion, I would Swords rush by closest spawn, tech to non combat things first, always win by space race - big, wide, everything.

Completely not optimal, I loved it :)

Trying to get this working in Civ6 :)

You can change the loyalty penalty for the higher difficulties if you like, just tweak the files. I sometimes run with it in on less, to help the AI.

FREE_CITY_INFLUENCE is the line you want, set it for the difficulty you're playing on. It's in,

Sid Meier's Civilization VI\DLC\Byzantium_Gaul\Data\Byzantium_Gaul_DramaticAges_MODE.xml
