How do I activate console commands for CIV6?

I've seen where you're supposed to go to documents, my games, civilization vi then edit the appoptions text file, but I don't have that file. Is it because I have the Steam version of the game? If so, how do I enable the console commands for the version I play?

AppOptions was moved to C:\Users\<USERNAME>\AppData\Local\Firaxis Games\Sid Meier's Civilization VI\

AppData is a hidden file, so you may need to change the setting to allow you to see hidden files.
