Hero production lost

I was building Hyppolita in one city and Hercules in another. I finished Hyppolita first, and lost all my production toward Hercules. Feature or bug?

Working as intended I believe. The target number changes each time you complete a Hero but there's no refund mechanic like when you lose a Wonder race. You lose the production if another civ gets the Hero (though your amount needed doesn't increase at least).

You can confirm that you stopped being able to get Hercules because another civ finished him first, but clicking on the heroes tab. They're like wonders, you lose out if another civ nabs them first. That's the most likely solution, as Lemurian states, but confirm that to be certain that you don't have to worry that this is a glitch.
