So i just steal their space if i build the encampment or fort if they are adjecant to my border?
The structures have to be right next to the other nations tiles in order for that to trigger, did i get that right?
So i can harass people by doing that repeatadly. Can i do that multiple times on the same nation or is it limited in that regard?
It will also steal unowned space of course.
As far as being limited, only in that with Encampments you can only build one per city. With forts, it should be much more of a matter where you can harass the neighbors.
Yes, it will also claim unclaimed tiles as well as long as the tiles are not further than 3 tiles from the City Center.

No limit. You can't claim tiles beyond 3 tiles from your City Center and you can only build one Encampment per city. Other than that, you can Culture Bomb as many times as you want.
I didnt ask how good it is but how i can actually use that :P

I understand, but for me a big part of how to use something is whether it's useful, so I decided to share how practical it ends up being.
Yea, i have not tried it yet but it does seem very situational. More of a "I build my village here and shove this pionier up your butt".
Would probably be an instant war declaration on human players as well, not sure how receiving AI is yet.
