Trust me, regardless of my opinion of this game, it works well on my dated configuration computer. It is well optimised I would say.
Some of the very common ones are:
Update drivers including that of gpu
Verify files.
Clear cache.
Start game on DirectX11.
Clear cache and restart.
now my savegames also dont show up in game anymore..
im pissed..

maybe you don't have "gathering storm" selected in the game creation settings? when you create a game, top right.. should be a drop down that allows you to select Civ6, Rise and Fall, or Gather Storm.. i believe in order to access most of the frontier pass, gathering storm needs to be selected. maybe when the game is loaded after a fresh install, it defaults to the vanilla Civ6 selection instead of Gathering Storm.. only thing i could think of. though i'm not completely sure on this.

I am not sure why this is happening with you.
Go to the Library>> Collections >> Civilization VI >> Properties >> Updates
Check whether automatic updates is enabled and background download is allowed.
It is strange that I really do not want new leader updates and it automatically downloads it every time. When I unchecked the above settings, it tells me to download when I launch the game. Much like Microsoft Bing, no matter how much you remove it from your system. it just finds itself inside the system again.
P.S. Any game when reinstalling, if you want the saved games later, either save the saved game files in a separate folder to re-paste after re-installation, or save on Steam cloud. I am sorry I missed warning you yesterday.
