Issues with Madrasa as Sultan Saladin?

I seem to be unable to make Madrasas as Sultan Saladin in a multiplayer game. Anyone have a similar issues? Kind of crippled me in my game.

Realized its because I went Hermetic Order. Had Theology researched but still no universities due to it being Education what I needed, but was no longer showing there on the tech tree.
