Missing Leader Pass Leaders

I bought the Civ 6 Anthology bundle earlier this month, which includes Leader Pass; however, until the new Chinese leaders were added, the 2k launcher only registered 3/4 DLCs owned.
Now that the new Chinese leaders have been added, the 2k launcher recognizes that I own the leader pass, but for some reason, previous leaders like Tokugawa, Abraham Lincoln, etc. are not present.
To be more specific: I am missing the Great Negotiators, and Great Commanders pack. What happened, and how can I fix this?

Ignore what the launcher says. I would highly recommend you bypass it. Also, the Great Builders, Rulers of the Sahara, and Rulers of England haven't been released yet.

What appears under the Additional Content menu in game?
Do you have access to Unifier Qin, Wu Zetian, and Yongle?
Do any of them appear in your Steam library?
Which platform are you playing on? PC? Mac? Linux?

If you are on Mac, the Leader Pass won't be released until all leaders are out on Windows.

@Stormwinds I've played multiplayer with another friend who has access to leader pass, and they have the ability to select the leaders of the other Leader packs; while he didn't play them at the time, they still had access to see and select them, whereas I haven't been able to. During said multiplayer session, it also listed them as not being purchased by me, so I wasn't able to use them. So I'm not quite sure how the fact that those packs haven't been released yet can account for this discrepancy.

Yes, I have access to Unifier Qin, Wu Zetian and Yongle.

Leader Pass appears under my Steam Library.

One thing of note Leaders of china is not in the additional content but it will be in you random leader list. At least that is the case with me. I thing that's because they were included in that last big patch rather than as a separate add om

It is listed as Rulers of China in Additional Content > Mods.

I'll reiterate that I do have access to Leaders of China, and that they're visible under Additional Content, just for further clarification.
The packs that leaders like Tokugawa and Lincoln belong to remain unavailable.

Wait a minute! There has only been 3 packs released so far? So which ones are you exactly missing?

Which ruleset are you using while playing?

I am missing Great Commanders and Negotiators; I should edit my original post to revise that I'm missing the released ones rather then also include ones that literally dont exist yet.

And by ruleset, if you mean expansion, then I'm on Gathering Storm

Based on the store page the negotiators and Chinese leaders should be present no matter what rule set you use.

As for fixing things a few things to do:
1. Right click game in steam list select proprieties -> DLC and make sure that all DLC install tick boxes are ticked. (since if it not ticked game wont think you own it).
2. In game go into additional content -> mods Check official content for Great Commanders and Negotiators Leader packs are listed and enabled. (if missing from list go back to step one and try validating files as well).
3. Disable any 3rd party unofficial content. Just in case it's a mod conflict.

Have the same issue. In my library there are all DLC including Leader Pass. However, not in the game - missing negotiators, commanders BUT hace leaders of China.

Moreover, i have all negotiators and coomanders dls in game files. But civ6 seems just not recognize it. Wtf...

I tried to re-install the game, but no any good news. Also i launch me game without 2k's headache

IN the DLC list, it will have the New Leaders Pass and the individual packs that have been released.

Under my Steam DLC tab, it lists Rulers of China, but Great Negotiators and Commanders are missing; Leaders Pass is registered, but still nothing. I did file verification, no files missing; then I reinstalled and the packs are still missing.

Same issue. Leaders for China are showing up but not the previous two. In game the packs show as installed, but the leaders aren't available for games.

Bumping this as I am looking at starting a game after a long break and a mod is telling me I don't have Julius Caesar. I see the leader pass purchased, and Abe Lincoln is available as a leader, but no Caesar? Is this sort of thing a common occurrence?

Caesar isn't included in the Leader Pass. You have to link your 2K account.
