Coal mine tile pillaged

I can't restore my mine. Builder has no wrench and no repair option in the city production. Please help...

Improvements can be wholly wiped by disasters, also. You checked that the improvement could not be rebuilt?

Is the tile pillaged because it is flooded? If so, the only way to restore it is by building buttresses in the city.

Well, if you define mod content as the Vanilla game +the Rising Storm and Rise & Fall Rule Sets, plus the Heroes & Legends, Monopolies & Corporations, and Secret Societies Modes that were added to the Vanilla game.

“Buttresses?”

Even a dam district won’t repair damaged tile improvements in the corresponding floodplain, let alone be the only way to do so.

Builders, MEs or other units with build actions/charges repair tile improvements. City centers repair damaged buildings or districts.

Well yeah, I was a bit inarticulate. Buttress is a tech, right after Ship-Building; once you have also researched Computers then you can construct Flood Barriers in your cities. If you get the flood barrier erected in time, then you can restore flooded tiles to full productivity.
