Is Steam showing that the DLC are purchased and enabled for your account?
(Sounds like yes)
When you verified the installed files, was the total game size something like 21.5 GB?
(That's my install, all current DLC installed and working, no mods)
If you've got yes to all 3 of these, you should be able to use them. If not, try asking in the Support Forum and see if someone there can help. One other thing to consider is if you have custom mods installed, I'd disable them until you get this sorted out. You don't want some mod that was broken in the last update messing up your game.

Might be on par with deleting the sql lite file?
Which means it will not actually include the newer DLC in that game config.
