Civ V did this too so I waited for the Gold edition. Then the Complete edition was released. Still pretty upset about that azzpull.

Mine was a bluray player dvd burner for 28 bucks, so why not? I think I actually used it once too! XD
I will blame steam for what ever especially something like this. As Steam is the providor it would make sense to requie this information from fireaxis or any other producer in which wants to release games onto the steam network. There should be standardized information that is required inorder for the softwar to be sold on the network. Standardized information meaning when there is a delux version released to be placed on the sales network the difference should be provided. This will ensure more customer satifaction. I am tired of networks like steam taking the lazy rout and blaming everythging on the producer company where the origen of the software comes from. If the information fails to meet the requirements in order to maintain customer satifaction to this minor level the producing companies request for sales should be rejected. I dfon't know what Steams trend of thought is but miscomunications in the mother of all FUs as miscommunications only leads to problems. This is steam's Network. Steam should be the ones to set the standards.
