I don't know if you're trolling or actually serious, but I doubt you'll get Stalin as a playable leader. They had Stalin and Mao in IV, and they had PR problems and complaints here in the US, which is the primary market for the game. I'm old enough to remember actually being shocked at the time to see an article in a magazine (can't remember which one, it was quite a while ago) about how offended people were that they included Stalin in Civ IV.
Stalin might still be popular in Russia, but he's not remembered fondly by a lot of other people in a lot of other markets. Like all of Europe and a fair chunk of the US. It's not worth the controversy and potential loss of sales to the developers.
You might get a WW II scenario though. Prior Civs have either used existing leaders and just changed the names. I seem to remember one of them used dummy flags in place of leaders in the diplomacy screens for some of the scenarios. Can't remember which one it was.
But of course it would be very strange if a Georgian Stalin settles the first Russian settlement in his first game moves.
Personally I think Russia also has some other leaders to explore. I wouldn't mind seeing Peter or Nicholas I, rather than just always Stalin, Lenin, and Catherine .
