The only jewish nation that I know of is the state of Isreal and civ doesn't do existing nations/goverments (only older versions of existing nations) in order to stop controversy.
There were some ancient Hebrew kingdoms as well. The one that most people are probably thinking of when the ask for a 'Hebrew civilization' is the Kingdom of Israel (also called the United Monarchy), ruled by the biblical figures of Saul, David, and Solomon in succession, normally estimated to be from about 1050 to 930 BCE.
The biggest problem in my estimation about the topic is it will inevitably lead to debates about how the Bible compares to archaeology, and whether the materials available are enough justification to include the Israelites in the game.
Ultimately, I think that keeping Jerusalem as a city-state is the best course of action. That city on its own has been plenty influential on our development as a species, regardless of who was living there at any given time, be they Israelites, other Canaanites, Romans, Arab Muslims, European Crusaders, Ottoman Turks, or modern Jews.

you are right all of those civs still exist currently but not in the form that they are shown in the game.
for example the american civs in game are the old identity one those of adventure and exploration the land were every one had a chance to become whatever they wanted.
personally I don't know of any great jewish emipres that are remembered by almost everybody on the planet except for a few events written down inside the bible but those aren't enoughor even reliable enough to build a civ from.
Just wait about six months after launch. I'm sure there will be mods for both.
