Report a translation problem
I bet it has nothing to do with that. I was having a clean install of the game and all dlc on Steam, but Steam simply doesn't let me buy the product (that cost zero dollar in my case since I already owned all previous dlc). Only the above solution worked for me buy adding something to my Steam cart that cost money as well. It's a Steam store problem, not game related.
That's why it's called a workaround.
"There was a problem adding this product to your account. Please try again later."
Steam support simply redirects you to 2K support, which may be reasonable but still feels to me like walking into a store and being unable to pay for something and being told "I'm sorry sir, the store can't do anything about your purchase, please contact the manufacturer."

I'm sure they'll have it fixed soon. But what a terrible introduction to a new Pass/DLC.

sorry but you got lucky it is not fixed and no way am I going to purchase and refund something else just to get what Should be free.
Still not working almost 24 hours after, beyond ridiculous and 2K's silence is really bugging me.
