Report a translation problem
The thing with the missing Leader Pass is a Bug the Devs are aware of AND trying to fix according to the official Twitter:
"We are also aware of reports that some Anthology owners are not seeing Leader Pass in their Steam library. We're actively working to address this, but it may take some time.
Please stay tuned for updates and thank you for your patience."
The whole "Linking your Account" thing is completely optional if you want the Julius Caesar DLC which is available since today and not part of the Leader Pass
And that part does seem to be working just fine. While I don't have the new leader pass, Julius Caesar is in my game already.
I don't see Julius Caesar on the steam store, but i guess i will check back in tomorrow and see what has happened.
There was a moment earlier when it really wasn’t — but they resolved that tout suite.
You still won’t — it’s not a DLC for sale. Link your 2k account if you want it.
Then it’s the same as the cat companion. You won’t have it.
The LP will still be available, o’course.
Sorry, at the moment it doesn't seem to be possible to start the game with Julius Caesar and not linking the account. Will have to check out, how to do so. Something seems different in the code, compared to Scout Cat. Even Julius Caesar is displayed ingame, you get an error message. Will report, if I find a fix.
You don't have to.
Go to ...\Steam\steamapps\common\Sid Meier's Civilization VI\DLC\JuliusCaesar\... folder and open the JuliusCaesar.MODINFO file. This place you can change the Mod id="9ED63236-617C-45A6-BB70-8CB6B0BE8ED1" manually and save it.
I.e. you change it to 9ED63236-617C-45A6-BB70-8CB6B0BE8CR2 and save it. This allows you to make use of the Julius Cesar leader, without to create or link your 2k account.
Same with the Scout Cat file, in case you want to make use of a scout with cats, instead of a dog. To be found this place: ...\Steam\steamapps\common\Sid Meier's Civilization VI\DLC\ScoutCat\... Keep in mind, in case you want to play multiplayer, other players would have to use the same Mod id you make use of, for to have the "same mod". Else you get in trouble playing multiplayer, or you simply deactivate those mods before starting a multiplayer game. Enjoy game!

I tried doing this change. The Julius Ceasor dlc did show up in my mods screen already enabled, but when I started a game playing as him I get a message saying it was an invalid selection and it won't let me start the game with him. I tried changing the mod id from ending with CR2 to CR3, didn't change anything.
