This DLC might be different, but probably not.
Example:
California - 1 PM
Me - 3 PM
According to https://civilization.com/news/entries/add-julius-caesar-to-civilization-vi/ the DLC will be added at 10 am Pacific time.
"*Julius Caesar will be delivered automatically in-game on November 21 at 10am PT. Offer available until November 24, 2024. " < From their official website.
Agreed, it's little effort for the devs to include it. But, it's also little effort on our parts to check it out. Just go to https://www.timeanddate.com/worldclock/converter.html (I just used a search engine and typed 'time zone converter'), and enter the two time zones.
1) Pacific Time (or simply PT)
2) Your time zone (or a city nearby)
For CET it means the pass will drop around 7 pm. According to the website, that's:
Albania
Andorra
Austria
Belgium
Bosnia-Herzegovina
Croatia
Czech Republic
Denmark (mainland)
France
Germany
Gibraltar
Holy See/Vatican City
Hungary
Italy
Kosovo
Liechtenstein
Luxembourg
Macedonia, Republic of
Malta
Monaco
Montenegro
Netherlands (mainland)
Norway
Poland
San Marino
Serbia
Slovakia
Slovenia
Spain - except Canary Islands, which are on WET/WEST
Sweden
Switzerland
Is 1,5 year of "testing" good enough for you? April 2021 release gave you the option to link your 2k and Steam account to gain access to the Scout Cat DLC.
That said, maybe people have considered and deemed it worth it. You assume a lot in your message, and not everything is based on correct premises.
