I have a HP laptop, with following specs:
Intel(R) HD Graphics 5500 Dedicated Video RAM 128mb
Intel(R) Core(TM) i5-5200U CPU @ 2.20GHz
8.0 GB
Win 10 64 bit
Is there any chance the game will run? :)

it needs Direct X 11 even if you could get it running it would be unplayable with that card
it will run but it won't run well particually in late game expect low frame rate and long turn times
I have had it running with similar specs it works but gets quite slow in busy screens late game.
it will load but GPU won't handle late game very well and AI turn times will be very slow too.
The processor shouldn't be an issue any i7 is better than the required i3 the intergrated GPU in that should at least run it too you probably have a different issue like the windows defender issue or lacking an update for windows 8 try some of the stuff in the troubleshooting thread.

I seem to crash constantly and can't even make it through a full benchmark without the game crashing. I have the latest drivers for everything and Windows Defender turned off. Is Sandy Bridge really that outdated for this game?

Now, before you really start wondering how that integrated graphics crap is running Civ 6, my laptop actually came with a NVIDIA NVS 4200M installed as well. For me it was just a matter of setting the better GPU as default for Civ 6. Otherwise my specs are sort of okay for the game.
If your pc is like mine, you can set a different default GPU by finding the .exe file, right-clicking, and then selecting the 'run with graphics processor' option. Set the NVIDIA (or whatever hopefully much better GPU you might have) as default for Civ 6 and now you've copied exactly what I did. For me the .exe file is at C:\Program Files (x86)\Steam\steamapps\common\Sid Meier's Civilization VI\Base\Binaries\Win64Steam\CivilizationVI.exe
Basically, I got lucky that my laptop came with a secondary GPU installed, that it supports DirectX 11, and that NVIDIA is going out of their way to support Civ 6. Doesn't run very fast though. In the benchmark I got a wonderful 10 minimum fps, which I guess means I'm probably stuck to playing smaller maps with lots of water, unless I'm feeling really, really patient. At least the title screen runs at full speed.
You should be able to run it at pretty much max settings with that, unless you are willing to spend £1400 you aren't going to get a substatial upgrade for your processor so there is definatly something else wrong. Does it crash on other games as well or are overclocking at all particuallly memory or video memory?
A G4400 is abit slow but it will work, might have long turn times. RX460 is above the recommended so will run great on it.
