These aren't the tech I'm questioning about. I'm questioning about Shipbuilding, which I've noticed on more than one occasion has not gotten the boost when the Eureka condition was met.
I've never had this problem. I frequently switch to Maritime Industries policy early on to churn out two galleys for the boost in any game where my capital is coastal.
Yes, I'm sure. They are both galleys and both have the galley icon. I double checked that before I even made this post. It seems random if I get the boost or not when owning 2 galleys.
