Not got eurekas when you've met the condition.
Sometimes, like in the game I'm currently playing, I've met the Eureka for shipbuilding by owning 2 galleys, but I still received no eureka for doing so. Has anyone else found this bug to occur?

The only Eurekas that have different conditions that the text are Replaceable Parts which requires 3 Line Infantry and Siege Tactics which requires 2 Trebuchets. If you are not getting the Eureka for owning 2 galleys, you are either missing something or are playing with mods.

Stormwinds is correct.
You could provide screen shots showing two galleys and no Eureka.

Is the Eureka on the tech grayed out?

As someone else said, there's two Techs that have bugged Eurekas (Siege Tac and Replaceable Parts). There's a simple mod on the workshop that fixes both of them.

How can I get both ships which are at distances on a large map in the same shop while still also displaying the science window showing no boost for shipbuilding?

Yes, it is grayed out.

These aren't the tech I'm questioning about. I'm questioning about Shipbuilding, which I've noticed on more than one occasion has not gotten the boost when the Eureka condition was met.

How’d you source the galleys?

I've never had this problem. I frequently switch to Maritime Industries policy early on to churn out two galleys for the boost in any game where my capital is coastal.

Are you sure one of the ships isn't a Quadrireme, instead of a Galley?

I got them both from buying from barbarians, but that hasn't been an issue before as I've gotten the boost before when buying from the barbarians

Yes, I'm sure. They are both galleys and both have the galley icon. I double checked that before I even made this post. It seems random if I get the boost or not when owning 2 galleys.

I'm wondering, since I'm playing Dido, and her empire doesn't build galleys, the fact that I got the galleys from barbarians has anything to do with the fact that I didn't get the boost, though I'm still meeting the requirement of owning 2 galleys.

Try building 2 Biremes. Unique units count as whatever they replace.

I've built biremes with Dido before, they never seemed to count toward the boost before, and besides I'm so far into the game now that I've already gotten shipbuilding anyway.

Wait a minute! You bought them from barbarians? Are you using the Barbarian Clan Mode?

yes

Buying units from barb camps doesn't count. You'll notice how your cities' combat strength doesn't go up even if you bought a unit that was stronger than anything you've built before.
