I asked GMG about region locked game when I tried to buy Mafia III.

Region locking seems to be mostly for gifts. For regular games very few are.
Unless GMG wrote it was region locked It should not be since the game steam page does not mention it either. As long as it's already on your account it should not lock itself if you move around.
Yeah, my bad, I just looked on SteamDB and it's a mess. Keys for Russia, China and areas around that seems to be locked both for both install and play while those in NA and EU seems to be locked only for activation.

and check 123219 this number is RU/CIS key. also you can see " onlyallowrunincountries "
It means can not play without these countries. You can not see that 213217 and 123218.
So... don't worry about playing
Since Civ6 doesn't violate any laws of any mentionable nation, there's no reason why there would be a play lock. This is certainly only an activation lock. Once activated you can take your notebook anywhere and still play it.
There are examples like Wolfenstein which have a play lock so that you can't play an uncensored version in places like Germany where the depiction of certain symbols is illegal.
Like I said, Civ6 won't be play locked anywhere outside of Buttf***istan.
