Yeah she wasn't. Like someone else said, the Egyptians were pretty good at makeup. And it was her immense wealth and power that made her attractive to ambitious men like Ceasar and Anthony.
Hell, back then you were considered attractive if you still had half your teeth. Then again, the same could be said for some of the southern states today. ;)
The whole "beautiful Cleopatra" myth is courtesy of various "artistic" portrayals of her and seems to be a more modern (for a realtive value of modern) phenomenon. I don't even think Shakespeare described her as being particularly beautiful, if memory serves correct it was her "infinate variety" that kept the fellows interest.
Honestly, movies have been the worst offenders. They portray her like she was a succubus who controled men's minds with sex magic. Screen writers can't seem to wrap their heads around the idea of Caesar and Antony hooking up with her for any reason other than her being drop dead gorgeous. This also ignores the fact that the ancient Romans weren't that picky and had a tendancy to shag anything that couldn't outrun them. Not to mention that when you've got actresses like Elizabeth Taylor and Vivien Leigh - two of Hollywoods great beauties who played her in two of the most famous movies - it's not like they're going to describer her as "not much to look at, but awful smart."
Have you seen depictions of her on their ancient coins? Utterly abysmally ugly.

She did a pretty good job of ruling Egypt, all things considered. By the time she came to power Egypt was severely in debt to Rome, they had been badly defeated by the Seleucids a short time before and were literally saved from being totally annexed to the Seleucid empire by Rome. Rome protected them because Rome relied on Egyptian grain shipments.
She was unable to raise a big strong army, too much debt and too few loyal, dependable soldiers to levy, and of course couldn't buy any mercenaries due to the debt.
They had a strong fleet but it was only strong on paper. At the battle of Actium the Egyptian fleet got annihilated by the Roman fleet, even though the Roman fleet had less ships, smaller ships, and less infantry/marines.
So Cleopatra had few options. The only way she could rule her kingdom and keep it stable was to be as friendly as possible with the superpower at that time - the Romans. So she bedded Julius Caesar, thinking he would protect her and her kingdom, but Caesar was assassinated. Then she bedded Anthony (who was in control of the eastern half of the Roman Empire) because she thought Anthony would protect her and her kingdom.
Her scheming was what brought her down. She was probably spurring Anthony on to take out Octavian and claim the whole Roman Empire for himself. She would've bedded Octavian too, when he became the sole leader of Rome, but he resisted.
