I would guess the thinking is that scouts have their job. Spot a city and return to camp to spawn a assault force. Don't waste time on anything else.
Or like a possibilty that barbarians have some settlement on the north so that you have to take it out with the help of other civilizatons, or start some crusader /heretic war against them :)
I think my second game will be Sumeria. Watching the streams and let's plays, it seems like you will be able to just farm camps. Will want to play before it gets a nerf for being OP. :)
They send out scouts. When one finds your city, he'll try to return to his camp, and if he manages to do that, you'll have a formidable raiding party at your doorstep that gets larger the higher you set the difficulty. If you're not prepared, they'll be quite a bit of trouble, especially if you have to deal with more than one camp at once.
