Also, to be clear, if someone else owns those tiles, you steal them.
It only applies to "Great Engineers."
Also you should note that effects like this particular great engineer do nothing by activating them a second time. The best use for a unit like this in this case is to use it as a non-destroyable scout. Meaning you use them for either scouting or for getting vision on a city you want to bombard. And because great people can't be killed, the most that will happen is they will be sent back to your nearest city.
