Tile and terrain tooltip not popping up when mouse is hovering over tile

So I just started a game after not playing for a few months and the tile tooltip that pops up when you hover the mouse over a tile is not showing anymore. I've tried cycling all lenses on/off, adjusting the plot tooltip delay, uninstalled and re-installed the game, removed mods... nothing is working and I can't find much info about this problem. Anybody out there have any experience with this or ideas? TIA

I have something similar happen when I alt + tab out of the game then back. Usually doing it again fixes it.
