Why can't I build a Great Library here?
I don't know if this is yet another bug i've stumbled upon or what. See screenshot.

THe only requirements for the Great Library are be adjacent to a campus with a library, and be on flat land. That grassland I am hovering over fulfills both of those but the game is forcing me to replace my quarry... What gives?

Maybe Great Libraries can't be built next to encampments?

This game is so detailed in so many ways, it's hilarious how little information it actually gives us.
Hmm... I hope that's not the case. That would make no sense.
Without being to too sure, maybe it's the appeal of the tile, being -1
While i'm thinking about it, I freaking hate how some districts list land requirements and some don't. Same with wonders. When they clearly have these requirements and you are left you figure them out for yourself.
Do you have the tech that lets you remove forests? Thats the only thing I can think of.
Oh, what they did not tell you is that this grassland tile is the home of the fabled red peak whisler, a rare bird that is on the endangered protection list, and thereby the structure is not permited. (hope you relize this is a joke)

Is there one in VI? I don't remember. But I have placed an aqueduct in another city over a forest anyway.

Anyway, that tile with the forest has hills. (I know it's difficult to tell the hills at a glace, this also needs to be fixed.)

I was kind of hoping I had just missed something but I can see i'm not the only one that is baffled by some of the descriptions in this game.

It's really frustrating when you build a city and plan out your districts and wonders only to figure out there was some arbitrary rule that isn't printed anywhere preventing you from building where you want.

This is the sorta convoluted ♥♥♥♥♥♥♥♥ that underscores why I don't like this game. Sometimes simplicity is better.
Ah yeah, now that you mention it, I do see some slight shadows there. That extra particle of dirt on the gorund definitely makes it a hill.

High quality, low readability, absent feedback graphics right there, ladies and gentlemen. I can't be the only one who thinks the graphics are headache-inducing.
Perhaps the luxury is stopping you. Send a builder to harvest the luxury and try with clean tile.
Is the tile being worked by another nearby city? If you go into the citizen managment screen you should be able to check and "swap tile to this city" if it is so.

I spend almost half my game time so far in strat view because it's easy to tell exactly what kind of tile is where at a glance.

(It also gives me some HoMM vibes with the pretty illustrated map bits)
@ Chickin - If it was a hill the tile pop up would say (Hill).
