I've tried writing about it in other threads, but didn't get any working solution there, so I'll ask here.
I've got an issue - when I start a multiplayer game, I can't get past "Loading, please wait" screen, don't get errors or anything. The game works completely fine when I'm starting a singleplayer session.
Also I actually can get to play multiplayer, but it takes 3 to 5 attempts to load on the map. I'm hosting the game, try to load the save or start a new session and get stuck on "Loading, please wait" screen, in the meantime my friend is already loaded and sees the map already. I've tried to wait for about 10 minutes, but nothing happened. Had to close the game, run it again and start a new lobby. Had to repeat this about 3 times before I was able to load on the map and it was quite quick, so I don't think it was a performance issue. Also the session was running smoothly, so I don't think it was a connection issue either.
So now I have to go through this process every time I want to play with my friends. It takes us about 30 minutes just to get in the game this way, it's rather frustrating.
Ways I've tried to fix this:
1. Reinstalling the game and verifying file integrity - did nothing, files are okay.
2. Giving full storage access to Steam and Civilization apps - also didn't help.
I'm playing on Macbook Pro 13 M1, Ventura 13.1.
I hope somebody has already encountered this issue and knows the solution.

Oh, Thank you! You saved my holidays :-) This was the right solution. Now it works. It seems that you need to do both things.
Just to summarize for people with problems with Ventura 13.1 - as it worked for me:
1. Allow Civilization VI (and Steam?) full disk access
System Settings -> Privacy & Security -> Full Disk Access -> Allow Civilization VI
2. Allow Steam to update other Apps
System Settings -> Privacy & Security -> App Management: Add Steam
3. At the bottom of Privacy & Security, you should see a message: "Civilization VI was block..." at the bottom (after Privacy list).
Follow the instructions from the list above (Click "open anyway")
Now it should work under Ventura 13.1.
BTW, Since I did these steps, the Hall of Fame is working.
Yes we also with the friends can't use 1.4.1 version in mp. So we just installed previous version. But with prev you will able to play only with the people who have 1.4.0
So if you want to mp try to use prev. Or maybe if you will find a good solution which will work on 1.4.1 please share. I still looking it too)

I also have an M1 and OS 13.1. I had the same problem. After some experimentation, I found an issue with some of the program's cache. I was able to get around this by going into the /Library/Application Support/Sid Meier's Civilization VI/Cache folder and deleting all three of the DebugXXX.sqlite files (while Civ 6 is NOT running). They are DebugGameplay.sqlite, DebugConfiguration.sqlite, and DebugLocalization.sqlite. The program will recreate the files upon launch and I don't have the Loading screen issue anymore. Note that every time I start or load a new game, I have to do this before as they seem to get corrupted again by the game, so if I want to start another game, I will quit Civ 6 and delete the 3 Cache DebugXXX.sqlite files and then re-open Civ 6 everytime. It's a pain, but it's been a consistent workaround for me, and preferable to downgrading to an earlier version as I play with Windows users who have the latest version.
