Report a translation problem
Not intuitive, at least not for me. Took two different sets of units and many clicks (trying, e.g., different underlying terrain, starting with full movement) before I figured it out.
I had this this happen when I needed 3 of something (I think it was Tanks) and I formed a Corps with the 1st 2 of them that I built, so I had to build 3 more of that unit to trigger the Eureka.
I suspect the same thing would happen with Armies, IF there was an Eureka that needed 4 of some type of unit to trigger (there MAY NOT be such an Eureka).
The two units are side by side
They won't stack
One is sitting on the Military District
They are both the same type of unit.
What am I missing?

They have to be the same unit type.
At least one unit needs to have move points left.
2 combine into corp.
3 into army.
ships, 2 into fleet, 3 into armada.
Works fine for me, corps or armies or fleets or armadas. Must be your install at fault.
It affects some players and not others. If you have R&F that seems to be OK. According to the description of the workshop mod that fixes this the coding for armies and corps are linked to the wrong civics (armies to nationalism and corps to mobilisation) and you need a corps to make an army so can make neither until mobilisation.
The devs have fixed, broken and fixed things in this game regularly with patches so saying it is someone else's install is bold (as well as incorrect in this instance).
Just to be on the safe side I checked the integrity of my game files (sent them out and had them "Steam Cleaned") and they report that no errors were found.
I have Nationalism, and I have units of the same type adjacent to each other - but the form corps button never appears.
