You can build one at population 1, and then every 3 after that, IIRC. So at 1, 4, 7, 10, 13, 16, 19.

How do you build multiple districts of the same type in one city?

- U can't, but as u progress in research, u will unlock more buildings to improve each district.
Have some districts effect for nearby city? I think I read it somewhere but dont know find it now. Entertainment Complex and Industrial Zone should have it. It is true? Do you know something about it?

Some do, yes. Some are civilization specific, others are based off of technologies or buildings within the district. And district adjecancy bonuses also count for other cities who built up next to them.

I know the holy site can be upgraded to provide bonus healing for units close to it. Other districts like the research one gets bonuses from mountains on each side. Like if you can get a tile with " large mountains it gets a +3 science boost if build there.

Other districts have other means to get benefits, like the encampment can't be build adjacent to your city and acts like a mini city in terms of defense. They can also range attack and also have a defense so they can't be plundered that easy like other districts.

After learning the how the district mechanics work I have to say I love this addition to the series. But it is a matter of fact of getting used to it and learning how to use it optimal.

Certain buildings in Entertainment Complex and Industrial Zone affect all cities within 6 tiles, further if you have a certain CS you are suzerain of.

That'd be pretty silly if that was possible, don't you think?

The purpose of districts is to specialize each city you build instead of having the same buildings built on repeat, like you did in previous iterations of Civ.

If I have unit in encampment and enemy attack it, he will damage encampment or unit?

He will damage the encampment. Encampments have x defensepoints and x hitpoints depending of how many and which defense buildings you've built etc. When the encampment reaches 0 defense and 0 hitpoints u can "capture" that encampment.
