Coastal Raid Greyed Out?

So I'm playing as the Norwegian. I got a viking longboat to raid the Kongo. However, the option "Coastal Raid" is greyed out. Why? Am I doing something wrong? Or am I missing something?

Are you trying to raid on a cliff tile? I don't think that is allowed (could be wrong though, we're all still learning after all).

It's on a beach. I have all my action points to do a Coastal Raid. But the option is still greyed out. Why ?

In this case, Coastal Raid is actually a sea version of pillage, if they had fishing boats it would be lit up

He has the same boat as me and it can do a Coastal Raid. I don't know why.

You would be able to pillage the pasture, but Kongo has not yet improved it. You would also be able to capture workers and settlers. It is a one hex range and you also need to be at war with the target.

I can't raid their main city ?

You can attack the city direclty. It does not use the coastal raid ability. The raid will give you health, gold, faith, etc., based on what the improvement is.
