City Occupied: No Growth
It's a city I conquered and it just doesn't seem to want to grow (it only has 2 pop). It's been a long time since I have captured it. Cities that I captrued around the same time are operating just fine, but this one in particular will not grow at all despite it having more than enough tiles around it to support it.

Does anyone know what's up?

The Civ you captured that City from has to either Cease their claim in a peace treaty or you have to wipe them out in order for the City to grow again.

Dont forget to put "cede .... city" on your peace treaty, thats not a huge deal for ai

Just found that if you did not include claim for the city in the peace treaty, you may still trade for claim of the city in a later trade.

That's so stupid! Just what I'd expect from Civ 6.

once war is over, regardless of the do-nothing cede, this ends for me. Production and growth are borked until the war is over though, so if you are on a wipeout war, you just have to realize this is going to happen.

Doze a food tile will increase the growth regardless, but I don't recall if it breaks the growth issue forever or not.
