How do you build a chateau?

I have Humanism, I have space next to my city and next to a river, I have a Builder. The option never appears.

Is there something I'm missing?

Only the french can build them I believe. I is the special unit from them. I got france by random and so I was given that option to build them after a certain research.

I never build one yet because I'd rather build a farm instead, so kind of useless.

Oh, I did forget to mention I'm playing as france :p

It must be a research I'm missing, I'm still medieval.

*edit* seems like maybe it has to be on a hill but doesn't say that? I'm actually playing in the french language to learn, I'm far from fluent so maybe I'm just missing it. Actually, looks like the tile I first tried didn't have a plantation on it yet, so maybe that was it.

I am having the same problem. I am playing as french and just researched humanism. The icon for the chateau appears, but is grayed out, and does not give any indication as to why. My worker is adjacent to both a luxury resource and a river. I tried two different spots.
