Unable to recruit a Great Person in Civ 6 Solution

I had this happen and I was stumped for like 10 minutes trying to figure it out.It turned out to be I had the city tab open, and it was covering up the great general I had earned, but couldn't see to recruit....

So I just wanted to throw that out there for anyone who might be googling or searching for wtf is up with that.

the great people screen has a horizontal scroll on the bottom. i didn't realize this until the modern era of my first game.
