It's super annoying.
It's 2 barely build walls and some loose materials that have sat there 3000 years. Course a nuke can't destroy that, you silly you :P

No and no. Atm we are stuck with them.
I'm not sure this is true. I started a district and it only built for a turn or 2. Then I decided I wanted it in a better spot and wanted a different district there. There was no way at all to remove it....
Correct. As of today you still can't remove districts, even if they're only partially built. Would have hoped something that obvious would be in, but I'm sure they'll patch a fix in... if not, that is likely moddable.
It will be gone when you start a new game
