Missing production, hes got like 1 hill.
I do agree some starting locations are insane and others suck. This has always hapened in other civs but it seems worst in this one because your starting tiles can vary from 2 food 1 hammer to some ridiculous tiles like 5 food 2 hammers 1 gold.
The tiles in civ5 were all mostly similar with a difference of a few food/hammers at most.
Funny enough, that picture is on "Balanced"... but on deity the AI get a headstart and such starting locations mean instant loss.
there isn't and i've to agree that starting positions are horrible in civ6.. i also had to restart games multiple times before i got too bored to do and just played with what i got -.- still it sucks.. i'm always playing with 4-5 ai's on a large map because i want to have enough room and on my current game 3 of 5 ai's started very close to me :( it just sucks -.-
