can't make camps... What am I missing?
So I can only make farms, no camps. I'm getting warnings saying my housing is bad and I need to make more... but camps are not available on any tiles.

so what am I missing?

So, you have the luxury resources to make camps? For example furs or truffles? You need to have researched Trapping and then send a builder over to the tile with furs, truffles etc., to make it into a camp.

Camps provide housing? I haven't seen anything but wonders provide additional housing or Civics.

The granary and aqueduct provide more housing. Other techs may as well, not sure..yet.

Right forgot about those, haven't been able to build camps yet though.

I know for a fact that farms provide 0.5 housing per farm. I think camps do too, but I'm not sure.

You are going to be cramped on housing until you research urbanization. Which allows you to build Neighborhoods.

As mentioned by the other poster, aqueducts ands granaries add some housing. Building improvements also adds some housing. So you can always cover your cities in farms until you need the land for something else.

Also the encampent has buildings which add a little bit of housing.

Medieval walls also provide housing with the right civic : )
