My Engine:
Windows 7 64bit
Intel XEON E5462 @ 2.80GHz
8 GB RAM
Geforce 8800 GT

your video card does not support DX11. Thus it cannot run the game

You will need to purchase a new video card that supports DX11

Nope,

8800 GT support only DX10 - You need a DX11 card

CPU.. maybe
