Just like in Civ 5 you have to research tech to be able to embark on water. Builders can do it to start because they need to be able to improve water tiles.

Thats because unless you search the help for "embarking" there is no other documantation of the mechanic or which tech unlocks it.

You can load using the "escort" icon.

Workers can embark once "Sailing" is researched, which is the first tech of the seafaring types. "Celestial Navigation" allows trade units to embark. "Shipbuilding" allows all remaining units to embark.

On the tech tree, there are often "hidden" benefits to the techs that you can uncover by hovering the cursor over the actual picture for the tech. There are no icons for some of these benefits, which is a failing of the current UI.

Also when your embarked units can move into "Deep Water" is controled by tech as well. Any benefits from a tech or civic that is not a unit, building or wonder is shown only when you mouse over the tech picture (as mentioned above)
