VC_redist.x86.exe - bad image

Howdy anyone else having this problem? when ever i try to start the game i get the allow steam to make changes and when i click yes i get this error

c:/windows/system32/msisip.dll is either not designed to run on windows or it contains an error. try installing the program again using the original installation media or contact your system administrator or the software vendor for support. error status 0xc0000020.

I have already tried uninstalling and reinstalling. if i hit the ok button about 15 times it lets me run the game but i get black bars that go down my screen while the game plays.

sorry let me clarify there is no file there just 2 more folders that lead to 2012 and 2015 and when i try running those i get the original error message

FWIW, the 2015 redistrobutable is a glitchy mess and may show that it's installed on your machine when it really isn't. It will do a partial install and appear in your list.
