How to garrison units in a city?

Title.
When i put a unit into a city they seem to just be sitting there, rather being grarrisoned and contributing to the defence stat.
Civ 5 you just hit defence and that did the trick, in this i can't tell if doing that actually contributes to the defence.

As long as the unit is in the city, it counts as being garrisoned. However, if you attack with the unit on that turn, it doesn't count.
