It was intended that way. The songs get "newer" with the same underlying tune as you progress through the game.

At least those of us that bought the Deluxe now have a real 25th Anniversary soundtrack.
You shouldn't have to though, when you already paid 80 Dollars (American). That should be included. I am sure all of our game purchases have more than paid the game company back for the rights they had to secure for the music from Mr. Tin.

When you "buy a soundtrack" of anything, you shouldn't have to also buy the main, core piece of music in that thing as an additional purchase.
I have no doubt there are logical, legal reasons behind why "The Civ VI song" is not on the Civ VI soundtrack, but the fact of the matter is that whether it was Firaxis, 2K, or Mr. Tin himself, someone along the line said "Screw what the fans want" and made a greedy decision.
I have no doubt that it has something to do with the fact that the Civ VI Composer is listed as Geoff Knorr, but Christopher Tin created the theme. Also, in an interview on YouTube about creating the music, Mr. Tin stated that he was asked to do it very "last minute", so due to Geoff Knorr doing the other game music and Christopher Tin doing the theme, the artists' licensing made it so that both could not be on the soundtrack (purely my personal speculation).
Like I said, it may be "logical" but does not make it right. Steam or someone should have been more specific about what exactly we were getting ("Music of the Civ VI Civilizations" for example). Stating we were getting "the game soundtrack", but not including the main music from the game, is very misleading, thus our anger.
But that is not the case. Didn't realize that much like some games, now even the soundtracks are going (PTW) "Pay to get the best stuff". I feel like the soundtracks are adding microtransactions.
Making it available for free on YouTube is quite different to selling it as part of the game.
I also would have liked to have the entire OST, but as a composer I know that there can be many complications when publishing non original compositions.

Yup, and the live version is cool, too! I mean the entire soundtrack, all those extra tunes you hear whilst playing. They are all availble on Youtube in 4 videos of 2 to 4 hours each.
I actually shudder at the incredible work to assemble and record 11 plus hours of music! There are some really interesting versions of existing songs in there, too, so I don't think it's just been music that's been bought for the game. It definitely sounds as if everything is an original recording, not just the original compositions. Must've taken one to two years for that gig!
Game soundtracks are perfect for when you're doing homework/other projects, since it's designed to be in the background. Last week I was doing a project while playing the Starbound OST and it was one of my most relaxing times doing coding in ages.
