Report a translation problem
AlienFX is a software which also comes with driver of some mouse or keyboard. On the webpage of Roccat they have an AlienFX feature for some of their hardware. I have a mouse and keyboard from Roccat and my Civ5 copy does not start too. When I get home, I will check this.
short: AlienFX could come in other hardware driver packages too.
Tried all that, still nothing.

Fix right here. Don't fight it. Just do it. I have no idea what these files are or what they do, but it will fix it for you.
What are your system specs from Steam-Help-System Information but it sounds like you've ot a pretty big system problem
No one will be using LightFX unless they're running an Alienware rig
The problem seems to be that I am running Windows Vista 64. I am not sure why this is such a big problem since games like Witcher3, XCOM2, Battfleet Gothic, etc all work fine for me, but that seems to be the hang up.
IT WORKS
I don't have an Alienware rig. My drivers for mouse or keyboard are coming with those AlienFX software and these files. Alienware works with Roccat together (look at Roccats webpage) to support AlienFX in games with lighting specials of your mouse and keyboard. Thank you, renaming those files finally did the trick!
This solved my issue!!!
These files are Standard C++/ C# libraries and DLLs used in every app. If they are not installing . You have a problem with your PC. Most likely it is not up to date. Run Windows Update. If you can't instal them. Your going to have problems with more than Civ 6. You will have problems in every app that uses that redistributable.
VIsta is an old OS now. Programs are getting further and further away from it. SO I can understand you having issues. On April 11. 2017. Microsoft will infact end support for Vista. So you will need to update soon.

Note you can TRY to manually install DX11 on Vista. But you
1) Better be on the absolute latest service pack. If you're not on SP2 then dont bother
2) Better be 10000% up to date on all patches
If it still gives you the kernel error then its never going to work as WIndows 7 is still listed as the minimum requirements'
