I believe when you get civil engineering in the civics tree. This also makes walls obsolete as it grants the ability to bombard and fortifications to all your cities.
They are very useful units. Even in the age of musketmen, I use siege towers.
Thanks. I noticed that late-settled cities seem to have fortifications w/o my having to build them. Do rams and siege towers work against modern cities?
Yes, they work against modern cities as well, if they have fortifications. I may have to verify that statement, though. :) Typically though you would use bombard units or ranged units against heavily fortified cites, though. There may be a tech that invalidates them. There really should be.
I had been playing a peaceful game, and the AI (Gandhi) declared war on me. I never did figure out why.
I haven't used airplanes in Civ6 yet, I should check that out. Bombers might do better than artillery.
City strength makes a big difference. Once it gets high enough, it becomes very difficult to take a city. Also, siege towers are better.
Yes, a bomber would make it easier. It's a bombard unit, like artillery.
